This document is somewhat redundant as much of what it states should also be in Article VII of the Constitution.

The charter has changed mainly with the clarification of how militias enter and exit the B.A.F. and a better defined chain of command. Previously, the charter was rather ambivalent towards role of the Grand Marshal, this has been resolved.
