Amendment to Article XIII

While drafting the amendments to Articles VII & VIII, I noticed that Article XIII was fairly useless as written. It failed to both protect High Council members from abusive litigation, and spectacularly failed to spell out how to remove the immunities of a High Council member in any real sense.

While parts of the original article remain, it has been both restructured and rewritten to hopefully make significantly more sense.
