264th High Council Meeting
The meeting began with Justicar Woodrow Call swearing in the the Chancellor, Max Von Bayer.

With the Oath of Office sworn, Chancellor Von Bayer called the meeting to order.

Chancellor Von Bayer, Justicar Call, Councilor Maelmordia of Newcastle [sp], Councilor Princess Piper of Yew were in attendance.

There were no items to be addressed by the Councilors present.

The floor was opened by the assembly, Ioshus addressed the Council requesting that they review and vote on a Federal Tax act and the Regional Storehouse Act.

The Federal Tax act received a lot of debate both in favor and against.

Main points in favor:

An annual tax of 500 gold crowns per person would allow monies to be placed in Britannian Coffers to fund National projects.
The military, upkeep on buildings, aid or alms to the poor.
It was pointed out that bales of cotton, sheering sheep, escorting merchants are means readily available to most that with a minimal effort can generate the tax monies requested.
Points against:
Failure to pay taxes would create criminals.
Armed forces are to protect the citizens NOT
force them into paying taxes.
Monies could be raised by donation rather than a tax levy.


The Regional Storehouse act:
Received no discussion. This act was written to require each city and town with representation on the High Council of Britannia to establish a place to hold military supplies, accessible by the Britannian armed forces.

Both the Tax act and the Storehouse act were defeated by 1 vote nay and abstention of the other Councilor.

There was a vote to grant the High Council Holiday for the 265th meeting. (Sept. 3rd there will be NO meeting due to Labor day)

Reminders:
The Grotto moves it's open night to Monday's after the High Council meetings beginning the return after the holiday. (Sept 10th)

The second Minoc Government planning meeting will be held Sept. 17th at the Grotto following the High Council meeting.

The Dedications of Covenant Memorial Hall, the new Town hall of Minoc will be held September 22nd (Saturday at 8 p.m. cst) There will be a tournament of Champions to be held at the town hall following the dedication ceremony.

The meeting of the High Council was adjourned by Chancellor Von Bayer.
